1st European Innovation Summit (EIS)
European Parliament, Brussels, 13-14 October 2009
 
 “Strengthening Europe’s Innovation Performance”
 
 
Knowledge4Innovation (K4I) Forum
The K4I Forum of the European Parliament is a platform for debate on the future of innovation in Europe. It brings together Members of the European Parliament, representatives of the other European Institutions and the stakeholder community.
European Innovation Summit (EIS)
The EIS is organised annually by K4I in the European Parliament, bringing together Innovation Practitioners and Policy Makers from Europe and beyond.

 
Europe performs relatively well in some respects: 
  • Research outputs as measured in academic publications and number of patents.
  • Many European firms outperform competitors from other world regions.
  • The European labour force has high individual productivity levels.
  • Several regions and member states rank among the top of the world according to
    innovation indicators.
However:
  • Despite many years of policy action, Europe on average is still lagging behind the US and Far-Eastern countries in innovation.
  • Europe is not performing well in using public R&D as a driver for business innovation and we have comparatively few firms in knowledge-driven industries.
  • The innovative capacity of European industries and society is not fully exploited.
  • The implementation of Community policy instruments is too complex and fragmented.
The 1st European Innovation Summit:
  • Concludes that these matters need to be addressed with urgency and persistence,
  • Invites the Members of the European Parliament to do this by promoting and monitoring the implementation of the following “Innovation Agenda”:

  1. 1. Stimulate the youth to engage in innovation
  • Getting more young people into science and technology careers by putting research, engineering and science-driven business more central in society,
  • Building an entrepreneurial spirit at schools and in society by fostering creativity and shaping the broader social conditions,
  • Rapidly tearing down the barriers for a single market for research and knowledge, including an integrated labour market for researchers (fifth freedom).
  1. 2. Support cities and regions to develop their innovative capacity
  • Striking a balance between policies for excellence and policis for cohesion across the EU,
  • Promoting and supporting local and regional partnerships for innovation, including articulation of demand and user involvement,
  • Endorsing multi-level governance and extending the Open Method of Coordination to include local and regional authorities,
  • Strengthening the focus and alignment of European, national and regional, public and private initiatives for Research & Development.
  1. 3. Stimulate companies and firms to enhance their innovative capacity
  • Creating a European market for venture capital,
  • Improving the linkages between SMEs and large companies,
  • Improving the fit between education and the labour market,
  • Targeting innovation policies to enhance cooperation in and across value chains,
  • Supporting the creation of challenging markets by redesigning the Lead Markets initiative and supporting consumers/users to become more demanding.
  1. 4. Create a coherent competitive environment for intellectual property rights
  • Promoting the sharing and use of knowledge as a major driver for innovation,
  • Engaging in fierce policy actions on a Community Patent,
  • Implementing IPR regulation (less complicated, less fragmented and less costly), which balances private and public interests.
  1. 5. Reshape R&D for excellence in innovation
  • Putting a European forward-looking process in place to complement bottom-up science with a strong priority setting process which engages all actors, in particular the citizens,
  • Allowing for greater concentration and specialisation in research partnerships,
  • Creating a level playing field for research actors to improve conditions for communication, trust and sharing, 
  • Strengthening  the European Research Area for better alignment of research funding between the member states,
  • Increasing the transparency of community instruments and public-private-partnership initiatives.
 
  • Invites the European Commission, the Member States, the Committee of the Regions and the European Economic and Social Committee and Members of the European Parliament to use this agenda as endorsement and input for a European Innovation Act.
  • Invites cities and regions across Europe to align stakeholder-driven regional innovation strategies with the European quest for innovation.
 
 
Innovation is the key to facing major societal and economic challenges and
Europe urgently needs to do better!
